From one PC with Windows 7, I can connect easily on my OData database
From another PC with Windows 10, I try the same connection but I always get the error: Access to the resource is forbidden
What could be the issue ?

Is the computer and the data source you're doing this on, located on a corporate network.
And does the account he's using have access to the data source you're trying to access.
Usually when you see this kind of error for an OData source, the reason is usually an actual permission/authentication error.

My PCs are not connected on a network. They are stand alone.
On the portable PC with Windows 10, I used to make OData connections from Excel. They worked fine some months ago.
To day, with this same PC, in Excel, I get exactly the same credential dialog box as Power BI Desktop (same look) and unfortunatly the same error : Access to the resource is forbidden.
NB: I connect myself on the 2 PCs with the same name but not the same password.
Any idea?

Which data source did you connect to use OData, it's on-premise or online data source?
As you mentioned in Excel can get data use OData before, was there any changes happening in data source or Windows 10?
From "I connect myself on the 2 PCs with the same name but not the same password.", why don't you use the same password? Please double check if the credential used in Windows 10 desktop really have permission to access data source.

The data source is online.
But today, while I did nothing special, the connection from excel to the data source is working fine

Where is the Excel file located?
As you describe it, it seems that you used to have access to the file but don't have rights to access it anymore.
The Excel file is on the hard disk of my laptop. I can access it, and I can refresh some previous OData queries. But I cannot create a new one : Access to the resource is forbidden!
