I wonder whether its possible if an user that is added to the AAD, can use the power bi portal if we run Power BI Premium.
no other license is added to that specific user (Like E1 etc.).
Does the user need anything else to read the reports?

With Premium, anyone, whether they're inside or outside your organization can view your Power BI content including paginated and interactive reports without purchasing individual licenses.
Premium enables widespread distribution of content by Pro users without requiring Pro licenses for recipients who view the content. Pro licenses are required for content creators. Creators connect to data sources, model data, and create reports and dashboards that are packaged as workspace apps. User without a Pro license can still access a workspace that's in Power BI Premium capacity, as long as they have a Viewer role.

the user needs to be added to the App permissions, and they need to "install" (register) the app once before they can access the app contents.
You _can_ make them a viewer in a workspace but that is not a recommended practice.
