Row Level Security -individual can still see everything in PowerBi report

After publishing PowerBI, an indidivual (lets name her Amy.Smith@xyz.com can still see everything)

In PBI Desktop, I created RLS "Singapore" where Filter Country ="Singapore". I viewed it and happy with that only data associate with Singapore is visible

I publish to a Workspace = XYZ Sales

I then go to Datasets > Security.... again, i view "Singapore RLS" and I am happy only Singapore data appear

I then add Amy.Smith@xyz.com to "Singapore" 

I send Amy Smith the link to the PBI Service Report...  

 

To my surprise Amy can see everything on top of Singapore (I was hoping she can see only Singapore data)... where do you think i have gone wrong?

HI @Anonymous ,

Please check on user permissions to confirm if he has edit permissions. As document mentioned, current RLS only works on read permission users.
