I have a couple of users experiencing the error below.
Publishing To Power BI Service has been disabled for your user account.Please contact your IT department to enable importing external data
The issue here is i cant find any settings in Power Bi that refernces importing external data.
We have disabled some settings which has to do with external sharing. Can anyone please point me in the direction on where i can locate this settings or how to resolve it?

I had this issue - I resolved it by closing desktop and re-opening my report and I was able to publish. Why does this happen though??? These kinds of bugs make Power BI feel cheap... I shouldn't have to close desktop and re-open to make it work.

Could you have tried to upload your pbix file in service?
If it still could not work, have you tried to turn on the external sharing to have a try?

I have tested different user account with different license and checked the setting in admin portal but still could not reproduce your problem, I suggest you create a support ticket:
