Hello Everyone,
Do we require Power BI Premium per capacity at organization level if we have Premium Per User License to create Power BI Deployment Pipeline?
Any help would be appreciated...

Provided you have a PPU licence you can go to "Deployment Pipelines" to create a Pipeline. Then select the PPU workspaces for Dev, Test and Prod.
Note it will only show PPU and Premium Capacity workspaces, so create them first before setting them as Pipelines.
Then you'll have the Pipeline set up on PPU workspaces.

If you have a Premium Per User (PPU) account, you can set up and use Deployment Pipelines.
However anyone who needs to add or edit content into that deployment pipeline also needs a PPU licence to access the Workspaces.
Similarly any App built from those Pipelines will need a PPU licence to consume.
Generally, if you have PPU licences it make sense for all users to have PPU licences.
The thing to bear in mind is that PPU does NOT allow access by Free users, that is only available with a Premium Capacity licence.

For creating the deployment pipeline we must requires a workspace which is only created by using premium capacity license represented by dimond shape icon and in PPU the workspace will look like dimond with user icon. So how we can create pipeline when only having PPU.
Provided you have a PPU licence you can go to "Deployment Pipelines" to create a Pipeline. Then select the PPU workspaces for Dev, Test and Prod.

Then you'll have the Pipeline set up on PPU workspaces.
