I can't seem to fully understand the capabilities of Free and Pro licenses.
Namely, I'd like to know how can reports be published and shared with other users for individuals. Free to Free or Pro to Free. What are capabilities for data sources, scheduled refresh, gateways and such.
Would appreciate any help or references to latest documentation.

this document shows that you need at least a Pro license if you want to share content with colleagues, the document also explains that the recipients also needs a Pro license: https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-share-dashboards

Here you will find what a user can do with a free license within Power BI Service: https://docs.microsoft.com/en-us/power-bi/consumer/end-user-features
This is how I explain it:
If you want to share, you need paid licenses. Depending on the price you pay, you get additional capabilities (Pro vs Premium).
If you consider data an asset, it should be possible to determine if you want to afford it, if you can afford it.

Hi All ,
We are a software solution provider , we need to add Power BI dashboards to one of our solution. The solution is a web application for internal use inside the companies.
I appreciate your support to explain what licenses we need as the solution provider (i think we will go for Pro license) to develop the dashboards and publish it to the web application and what licenses should be for the customer. The customer will be utilizing the dashboards , drilling , refreshing ....
