We have been using Power BI for more than one year, now we reached a point where we end up with around 10 Workspaces and a lot of Reports in each. We are asked to Doccument each and every Report Page used by Bussiness and we are asked to create a kind of Navigation to each report (I know we can't cross filter the reports between workspaces) ideally one single high level page that can navigate to correspoing report in between all workspaces. If at all we can create some kind of sheet, how to maintain and make sure its up to date each time developer modify the report. What might be the best practice for this kind of case ?
My idea is,
To create a kind of Text box in each and every page in a Report and then create a Dashboard in each workspace with all those the Text boxes which helps in navigating to the correspoinding Report pages and repeat the same process for all the workspaces which we end up with one dashboard for each workspace.
Finally keeping all the Dashboard from different workspaces into sharepoint so that each and every report page will be accessed from here.
I don't think this is the best way of implementing because we would end up displaying text boxes in each and every report page which we don't want to do that.
Any Ideas on how to implement will be appreciated. Thanks in advance.

It seems like current power bi not contains features who can achieve your goal, maybe you can try to submit ideas for these requirement.
