Is there a feature that would allow service users to hover over a field/measure and display the description from Properties? It's not feasible for us to create description fields and/or measures just to use them as tooltips. The key here is the descriptions need to be visible in the online service, our end users do not have access to data models or desktop files.

Based on my testing and information, there is not a feature that allow service users to hover field and display the description. You can raise a new idea and add the comments there to make the feature coming sooner. Home (microsoft.com)
Maybe you can also try to use third-party tools.

In December Microsoft introduced the INFO.MEASURES() DAX function that allows the retreival of measure metadata. Unfortunately, it cannot be used to create a table in Power BI desktop nor in a measure that limits the functionality of the function in my opinion. I therefore created an idea so that the function can be used to create a table containing the measure descriptions in order for them to be used within the report context.
