I know in admin portal, I can export the refresh details for any workspace/dataset I am an admin on for premium capacity. However, is there a way for me to find details on what user initiated an on demand refresh of a dataset that is housed in a pro workspace? This is not listed in admin portal and the UI only gives me a timestamp, duration, success, status, etc...but not the user that initiated the refresh.

Just notice that you are Power BI admin of the Tenant, Therefore you can use Power BI REST API to build a report and see who does what in the tenant

Any admin on the workspace can initiate an adhoc refresh though, not just the dataset owner.

Hi @WeaverATL
By default only the owner of the dataset can initiate an on demande refresh. The owner must be Admin or Member in the workspace to take over the ownership of the dataset. Thus you can easily find out who was the last owner of it.
