Help in PowerBI Premium per user

In our organisation, we all have PBI pro licences by default. Out team consists of 5 members, who are all powerbi report authors. Our reports are consumed by 500 - 1000 comsumers (who all have pro licenses and have only read level access to reports we publish in our normal workspaces) in which some of the reports are  RLS configured.  If we are upgrading to PPU for these 5 team members, hope we can create premium workspace and give the report consumers access to view the reports? Or the report consumers also need PPU license to view?

Is there any article regarding the above would be greatly appreciated.

Hi. Let's say that a PPU workspace can only be read or built by PPU users. If you change the workspace to PPU then all of them will need PPU. If you keep it as shared regular capacity even those 5 users are PPU then, they will be able to access.

From my stand point if you have 500 to 1000 consumers, you should be considering Premium, Embedded or Fabric for the same features as PPU and more. You can read more about his here:
