Is it possible that user A creates a content pack (dataset and report) and then share it with user B, then user B makes some changes in the report in it and then share it with user C? If yes, how? Thanks.

Content pack is read-only you can't modify current pack. For your requirement, you can make a copy of that dataset and use it build a new content pack.

No, you can share the content pack which based on copied dataset.

I tried to share the new report which I created from the copied dataset but while creating the content pack the report does not show itself and neither does the copied dataset. I've tried this with more than one account so there is no subscription related problem. I believe we can only share dashboards this way and not the reports.
