Disable PowerBI refresh after business hours

Is there a simple way to disable refreshes in a certain timeframe ? Users on our premium capacity are scheduling hourly refreshes 24/7 . I am looking for a global way to limit these refreshes to business hours\days. I am aware there is a way to do this with a flow advanced editor but most of our users don’t have a flow configured.

No. You could track this via the REST API Datasets - Get Refresh Schedule - REST API (Power BI Power BI REST APIs) | Microsoft Learn and then work with those users to not refresh outside of business hours, but there is no policy to enforce this.
