I would like to know that can free users able to access/view the report in below scenario.
Myorg procured Premium License and create 10 App Workspace in POWER BI Service.
Out of 10 App workspace , 3 App workspace assigned to dedicated PREMIUM capacity and 7 others is published as normal APP workspace.
All the 10 APP worspace are shared with all users(both pro and free) within the organization.
My question is that , can free users in the organization able to view/ access all the 10 APP workspaces or only 3 APP workspaces which is assigned to dedicated Premium Capacity(p1 or p2 or p3)

Based on the official document, it has mentioned that If an app is backed by premium capacity (i.e. it was published from an app workspace that is currently assigned to Premium), the published app can then be used by any user in your organization regardless of the license they are assigned. This means that even Power BI Free users can use those published apps.
So the free user only have access to the content in the 3 APP workspaces which is assigned to dedicated Premium Capacity.
