I am trying to learn M language's Text.BetweenDelimiter function.
I don't understanding where there are four double quotation marks needed when there is only one double quotation mark acting as the delimiter in the data?

In M, a literal text value is generally represented by characters surrounded by a pair of double-quote characters. To include an actual double-quote character itself in a text literal, one way is to "escape" it as two double-quote characters.
In your example, the 2nd and 3rd arguments of Text.BetweenDelimiters are each a single double-quote character, which is represented by an escaped double-quote (2 double-quote characters) between a pair of double-quote characters, so 4 double-quote characters in total.
