I need vpn or wts to connect?

Hi friends, my client has an oracle server in his company, he has already passed me the tsnames.ora. Even so I need a vpn or remote connection to a machine from it to connect the data in power bi and start developing the project?

Or from my personal machine I can connect on his oracle server only with the information of tsnames.ora?
