Query Power BI Dataset through Power Automate

Dear All,
I've created a flow to query power bi dataset and save the results in Excel sheet, however, it started to fail with error "

Report requested for export is not on dedicated capacity".

I'm using Power BI Pro license, and found the Per Capacity license is at huge cost! ( 10$ Per month for Pro vs ~5800 $ per month for capacity!!)  ,Can you please advise if Permium per user license can help solving this issue or any other one with reasonable cost ?
 
Also, is there any workaround or using power automate against power bi REST APIs ?

It sounds like your report is in a premium workspace. You probably want to move it out of premium mode if you don't have premium capacity. Are you using any premium features at all? You could probably get away with a Pro license if not. You don't need premium to query a dataset with Power Automate.
