Access reports.office.com/pbi with a GUEST Global Administrator or Reader

Hello, 

i am building a PowerBI report to access MANY 365 tenants, 

i have added a GUEST ( external ) users as a global admin both in 365 and AAD but still i am getting "

You are not authorized to make the call for tenant level data."

what should i do ?
