After my test, it is The new filter experience in Power BI reports (Preview)

In Reading mode, you can hover over a visual and see a pop-up with all the filters, slicers, and so on, affecting that visual. The formatting of the pop-up is the same as the filter pane formatting.
If you do not want to use this preview feature, you could disable it in File > Options and Settings > Options > Preview Features > New filter experience
and then restart power bi desktop.
Note: Even if you disable this preview feature, the .pbix file you had created still has this feather, unless you recreate it.
