For my matrix, I have "Value decimal places" set to "0" but my percent of total row is still showing decimals. What am I doing wrong?

1.Please check that the the series you have selected is the '% of total' e.g
2.You can try to format your measure to the following
e.g
Measure 2 = FORMAT(DIVIDE(SUM('Table'[Count]),SUMX(ALLSELECTED('Table'),[Count])),"0%")

This happens because you use automatic aggregations.
You can get the same results with measures.
