Waterfall graph with diferent categories

Hi All,

I need to create a waterfall graph with 3 subtotals, I'm comparing budget vs Actual (without FX) vs Actual. So between budget and Actual (without FX) are the unities, but between Actual (without FX) and Actual, there is only the "FX Effect" and not the unities again. Any idea? An example below: 

 I've tried some graphs like Zebra BI charts, Waterfall charts - xViz, but they aren't free.

please provide me with more details about your table and your problem or share me with your pbix file after removing sensitive data.
