Vega Deneb- change boxplot from min-max to 1.5IQR (Tukey)

I am trying to create box plots in Vega using Deneb in Power BI. The example I am following online (Box Plot Example | Vega) is a min-max box plot. I want to make this same box plot but as a Tukey/1.5IQR boxplot. I want outliers to be shown with a circle/point. I was hoping someone could show me how to do this using the example on the Vega website. 

I know how to do this in Vega-lite, but for my purposes I think it would be better to do it in Vega.
