RLS does not work for users that have edit permissions and I am curious if there are any other options that would work similarly.
I have reports for specific brands within my company. One report has data for all brands, and the other reports only have data for one brand. This is because certain users are only given access to one or two brands, and cannot see the other brands. In total, I have 10 of these reports - all of them are identical aside from the brand restriction in the underlying SQL query. This means that every time I change something in one of the reports, I also have to change it in the other 9, which takes forever.
I want my users to be able to create their own reports using the underlying data model, which is why I cannot use RLS. Is there any way to do this so I can just have one report with all brands in it, but the data will be restricted based on the user? Maybe there is a way to add a report level filter to their custom reports that is locked so they cannot remove it? Any suggestions are appreciated.

By my test, the way to lock the report filter is not feasible.
The feature of RLS for users with edit Permissions is not supported in Power BI currently.
