We currently have a Windows 2016 IaaS VM in Azure with SQL Server 2016 Enterprise running on it (ordered via the MarketPlace) and are currently putting a design together to add an additional SQL Server VM (SQL 2016 Enterprise) and run PowerBI Report server on it.
Does the license for SQL Server 2016 Enterprise entitle us to run the PowerBI Report server without additional cost? (as it would if we purchased an on premise license for SQL 2016 enterprise with SA)?

I don't quite understand your explanation.
This is in a VM, we dont care if it is in Azure or onPrem no?
If you already bought licence for SQL Server (with Assurance something) you propably should get free licence for Power BI Report Server. And all of those stuffs can "stay" in the VM no.
I dont see any problems here?

Currently Power BI Report Server can't be licensed for production use in any public clouds...not Azure, not AWS, not Google, etc...
Hi just to be sure, you state public cloud. As we are using a VM in a private cloud azure solution (not publically accessible) is it then still not allowed?
Unless you have purchased Power BI Premium, there is no way to legally license Power BI Report Server for use in the cloud on shared hardware...
