I have published Power BI to our company's BI workspace. I have enabled exporting both in the desktop and within the BI workspace. I am able to export the underlying data, but for some reason others who have access the report can't export the data. Some even are workspace admins with all permissions. Is there something I am missing? Thanks.

First of all, please make sure that your organization administrator has turned on EXPORT permissions for organization members in the admin portal:
Access to the admin portal requires global administrator rights in the organization.
In addition, please make sure that the export permission is turned on in the report settings of the report you need to export:
And if you don't have permissions to the data, you can't export or open in Excel. Often, data is confidential or limited to specific users. You can contact your Power BI administrator, or you can look up the contact information for the dashboard owner to request export permissions.
In addition to the three important reasons I mentioned above, there are a lot of other special cases that may lead to failure to export data, you can refer to this part of the document to check for yourself:
