Does power bi has feature to input value from user entry and disply data in Deck visual.?
In my instance finance users would like to input different budget amount in power bi report so remaining calculations can be written /driven based of input budget amount.?

You can refer to @ExcelMonke reply, use the What-if parameter to fulfill your requirement, please note that this feature does not support user input of arbitrary values, which is a caveat.

Yes, you can use a parameter to complete what you are trying to achieve. One thing to note is that you sort of have to predefine what kind of numbers the end-user can enter (i.e. Max and Min values, etc.)
Then you can create measures that use the value within the parameter to calculate whatever you want to calculate.
