I have a column in my dataset that is defined as a "True/False" data type - however, when I try to add a page level filter on this data type, the option for 'True' is missing. I do not have any 'True' values in my current test data set - but I shouldn't need to as Power BI know's the only other option to 'False' is 'True'.
How am I able to select the 'True' option on the filter?

what's available for defining the page level filter is reflected by the available data. Even if the datatype is True/False and for this reason, all the possible three values can be known. This is not how it works.
Consider defining a page level filter that looks for the True value like so (this requires to change the datatype to text):
NOT(False) AND NOT(Empty).
