Measure not summing correctly for the total row

Hello, I've been having trouble getting my measure to sum for the total row.  

Here's the measure i'm currently using.

SumSTOO = CALCULATE(SUMX('STOO Plan Cluster','STOO Plan Cluster'[DAILY_STOO]))

And then creating another measure on top of that one.

DailyStooByLine = CALCULATE(IF(ISFILTERED(DimShift[Shift]),[SumSTOO]/21/2,[SumSTOO]/21))

I get the same value accross the entire column even the total row.
