Line and Clustered Column Chart colour change period elapsed

Hello Powe BI Community,

I need some help creating conditional formatting to change the bar's colour representing 'Planned Expenditure.' It needs to change from colour #7D119E (purple) to colour #e6e6e6 (grey) EVERY TIME THE PERIOD HAS ELAPSED. The Line and Clustered Column Chart visual have no 'fx' button to click and add conditional. I will need to add the conditional inside the 'column y-axis.'
The period at the moment is 10 (month February). Please, find the link and a snip of the screen.
