New Column = IF([Cash Paid] = "NA", 0, [Cash Paid])

If you want a measure write
Measure = IF(MAX( Table 1[Cash Paid ]) = "NA" , "0", MAX(Table 1[Cash Paid]))
As this measure will perform row-by-row operation even though if you give MAX or MIN.
