Filters for measure is bot blank not worked

hi all, I'm new guy for power BI.  

First, I have a measure, shown as the following picture. This measure calculates the ratio of two months 'consumption.

Then, I have a  workflow using power automate for power BI  push that measure is less than -0.15 or is blank to a sharepoint list

We can see in the table, the value of that measure is blank.  But users with blank measures are never updated to the sharepoint.

Does anyone know how to fix this?
