I've seen the other questions regarding this exercise. I've followed the various suggestions

I'm still 4m records short of the right answer

I've run after 31/12/1999 and => 1/1/2000

Same answer 4m short.

Any more suggestions?

Otherwise you should fully explain what Exercise 1 Question1 is all about.
