I've got a PBI Dashboard online,
and I'd like to download it locally, on PBI Desktop.

I had the solution I needed.
The problem was that I can download only the dashboard that are uploaded from Power BI Desktop, not the dashboard done into the portal online.

If you have admin permissions over the dashboard/reports you can do it in the Reports view, chose the File option and then Download Report (preview), this will make a download of the PBIX file. Be aware if you only have view permissions or the dashboard is shared, you won't have this option active.

It may just be the terminology you're using, but you CANNOT download a "Dashboard" to Power BI Desktop. "Dashboards" can only be created and can only exist in the Power BI service. You can only create "Reports" in Power BI Desktop.
