I'm unable to give the colours for low and high values for data bars in matrix table.(image shown in below)

I'm not sure I understand your need.
POWER BI, however,
Allows conditional formatting of bars whose length changes regardless of the value, not the color (Your picture also shows this).
Except for positive and negative values.
The way to do this is as follows:
To avoid overloading, I separate the value from the bar
Also, you can't see black on blue properly.
Alternatively, you can leave it out
If you are interested in color formatting
There is a separate option that colors the cells' backgrounds
