For some reason my highlighted custom column formula is not working. When the 4th column (Super Department ID) =80 then it should return the 470.4 in revenue but it's returning 0 instead. Could someone tell me what I'm missing here?

@Anonymous Your Super Department column is text, so you either need to convert it to whole number or put double quotes around your 70 and 80 ( "70", "80")
