Cross highlighting is not highlighting any bars

I have two visuals that have the highlight interaction type between them:

But when i click a VIN in the legend, only the bars in that visual get hightlighted and all bars in the second visual become grey.

All fields are from the same table (direct query). Duplicating the visual and trying to hightlight results in the same issue.
