I need to convert a base that is connected to a sharepoint list with columns of start date, start time, end date, end time, all columns are as string and the biggest problem is as 24Hrs, that is, midnight time in base shows up as 24:00 and not 00:00.

As you mentioned——columns of start date, start time, end date, end time, all columns are as string
So please go to Power Query dialog and transform the columns to the correct types firstly.
Then you could choose the dispaly format as @amitchandak said.
