Hi,
We´ve created a new user and assigned him a PRO License. He is able to login in PBI Service online and create reports with no issues.
If he tries to login from Power BI Desktop it keeps asking for email forever. (It retrieves no error or ask for password, just keep asking ). Password has been reset, he´s tried in different pcs and networks and same thing...
In traces files there are some exceptions like these:

There is an existing ICM for this issue(ICM 285762606). Product team is investigating on this issue for a fix for it. Please be patient to wait for fixing. If there is any news, I will update it here.
Workaround:
1: In desktop, Sign in
2: In the pop-up window, choose the account you signed in with. Then click next
3: in the same pop-up window, now click on "Can't access your account?"
4: In the next pop-up window, click on cancel
5: now, click on "use another account", adde the mailaddress.

@ermartinez , First of all, make sure the user is able to login to app.powerbi.com.
In Case MFA is required, make sure setup is complete for that and try again
enable these two options in power bi desktop and try login (fle- >Option and setting -> Options)
