Cannot format TIME when using a continuous x-axis; cannot set constant x-line with time

I am using a Time dimension with continuous time values on the x-axis. These values are formatted as time (hh:mm:ss).

 

When I try to format the x-axis range, it only allows me to choose date.

This same problem persists when I try to add a constant line on the x-axis in terms of time - I am only able to choose dates.

 

Have I just reached a limitation of Power BI with regards to time analysis?

You could add a x-axis constant line in Analytics.
