=IF([LateStart]= 0, && ([LateEnd] = 0),0))

Hello, the sintaxis is incorrect
=IF('TableName'[LateStart]= 0 && 'TableName'[LateEnd] = 0, 0)
Or you can consider using AND function
=IF( AND('TableName'[LateStart]= 0 , 'TableName'[LateEnd] = 0), 0)
Remember I copy your example. You should put an else statement.
