I have 1 workspace that contain 3-4 reports, and have assign approx. 6 users on the workspace.
user1 : Admin
user2: viewer
user3: contribute
user4: viewer
user5: viewer
user6:viewer
on the report A , I created the RLS role (no filter on each role) and then publish to the Power BI online and I still don't assign any user to the RLS role yet.
As I test to other report which I do everything same as report A, there is no issue at all.
but on the report A, users complain that they have this error pop-up
So, I'm not sure what I understand is correct or not.
That on report A,
1. if I don't assign any users to RLS role
user1 : Admin -> can see everything
user2: viewer -> can see everything
user3: contribute -> can see everything
user4: viewer -> can see everything
user5: viewer -> can see everything
user6:viewer -> can see everything
2. assign User4,5,6 to RLS role
user1 : Admin -> can see everything
user2: viewer -> can see everything
user3: contribute -> can see everything
user4: viewer -> can see only filter that applied on RLS role
user5: viewer -> can see only filter that applied on RLS role
user6:viewer -> can see only filter that applied on RLS role

to the scenario 1. - If you have created RLS role in your dataset and you did not assign any person to this role than all users with viewer permission on workspace can not see anything in your dataset. They should retrieve an error message that there is a RLS applied on the dataset and they do not belong to any role.
To the scenario 2. - I believe that this is correct.
Maybe one thing it also depends if your reports are build upon a shared dataset which is published in different workspace. Than all the users needs at least read permission for this dataset. But from what you describe I think this is not the case.
