It's in Settings > Manage Connection and Gateways. The last one option is disabled when it should be enabled.
I already have a connection with Azure SQL got by publishing a model from Desktop, but I would llike to add in the Service directly.
PS: I have the PRO plan.

The Cloud connection option is used to create connections to cloud data sources, such as Azure SQL databases. This option has not been officially released or announced yet, so it is disabled.
If you want to use a cloud data source , you can:
1. Power BI Gateway is installed and configured
2. The option to allow users' cloud data sources to be refreshed through this gateway cluster is enabled.
3. Enabled the AllowAdHocSubscriptions setting in Azure Active Directory to allow self-service registration.
