Pipeline: Report and dataset are blank in TEST and PROD workspaces

Trying to create a pipeline, created a simple dummy data table in excel, created a simple chart on my PowerBI desktop, uploaded that to DEV workspace. Then created a pipeline, assigned DEV workspace and then deployed the report and dataset to TEST and then to PROD. All should be copied. The report and dataset looks good in DEV, but are blank on TEST and PROD. No idea what could go wrong.

Can the TEST and PROD environments see your Excel table?  where is it stored?
