I just created one so it is not a systemic issue. Do you have a Pro account? Can you share the settings for the group that you used? How many initial members did you add?
Otherwise, use the smiley icon in the service to send a frown along with a screen shot of the error.

I tried 2 ways. I tried to create the group with no members, did not work. I tried to create the group with members, did not work.
I have a PRO trial but the University has an Office 365 license. Would they need to upgrade for PowerBI to Pro?

Hmm, it could definitely be a licensing issue. Group workspaces can only be used and created by Pro accounts.
