Do I Need Power BI pro license for On premises users to publish report locally ?

We have a capacity licenses P1  and we need to know, do we have needs Power BI Pro licenses to publish .pbix on Report Server on Premise to all users who are publisher or content managers? 

Actually we put the Power BI Server Key that provide at Capacity Setting, do we need anything else?

Any users that publish reports to report server need a Pro license - as documented here

The only other thing you need is a SQL instance to host the ReportServer database.
