Is it possible to refresh data more often than every 15 minutes?
I mean... without a refresh button.
I would like an end user to have an up to date report.
I would also like to be able to use a Synoptic Panel visual.

Which data source do you use in the report? It the data source supports DirectQuery mode ( Data sources supported by DirectQuery ), you can follow @Greg_Deckler's suggestion. When you interact with a visualization, queries are sent from Power BI directly to the database. Updated data is then returned and visualizations are updated.

I want to use Exchange.
I am familiar with this visualisation.
I've mentioned Synoptic because for example in the PBI streaming mode it is impossible to use it.
EDIT: I don't want people to interact with the report/dashboard. I only want them to see the changing data.
Let's imagine I have an aeroplane picture and want to show if the seats are booked or not. I want the data to change automatically.

Exchange data source doesn't support DirectQuery. In your scenario, one workaround maybe Push data into a Power BI dataset and enable the Historic data analysis to create a report. Every time refresh the report page can get the updated data.

EDIT: I think that your soultion makes it impossible to use Synoptic Panel, because it's a real time streaming.

It's possible that you can use the Synoptic Panel visual. In Power BI service, we can import custom visual to a report.

I would say that if you need it faster than every 15 minutes, use a Direct Query live connection.
