It is not possible to have conditional fomatting for individual characters in a cell.
Conditional fomatting applies to a whole cell.
You could split the text into sepearate characters, with 1 column per character, each with conditional fomatting.
Or create coloured JPEGs for each possible combination and then conditionally display a JPEG based of the value.
Neither will look very nice.
