I make a query, we are trying to follow the instructions https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-publish-to-web to leave public and without authentication a PowerBI dashboard. The type of license contracted is PRO and a Permium trial period of 55 days remaining as seen in the following image
When you want to enter the "Administration Portal" the following is displayed:

Parry2k is correct, you need to assign yourself at least the PowerBI Administrator role to manage the admin portal.

I tried to follow the steps, but noticed that I don't have the Users option, as you can see in the screenshot. And the account is the administrator's.
@Syndicate_Admin it means you are not Power BI tenant admin.
