Percentage of total cases by employee column

Hi All-

I'm looking to sort a larger dataset of case records by the employee that completed the visit.
Additionally, need to sort out only 25% of each employee's completed cases, these can be any of the cases that the employee completed.

I tried to use TOPN but this doesn't sort by percentage, so isn't the solution.

I'd appreciate your help on figuring out this problem!!

Can you please share a pbix or some dummy data that keep raw data structure with expected results? It should help us clarify your scenario and test to coding formula.

To get the answer, can you create some mockup data using excel and paste here. (or) the pbix file. No need for original data. 

Also the output you are expecting, like you can do that in excel as mockup.

Otherwise it is tough to understand ... TIA
