LOOKUP with non related tables

I have 2 tables, table A has construction date and cost, table B has date and escalation rate with no correspding id's. I want to pull an escalation rate from table B into a column in table A based on matching the date field in table A and B. Then i can multiply the table A cost by the escalation rate and get the current value.

I can't figure it out.
