Is there a way to filter a table in Power Query so it only contains data with rows that include a date less than or equal to the date of last refresh?

maybe you need to create a table with one row Date.From(DateTime.LocalNow())
then you need to refer to this line and update the first time.
and if there is no re-update then it will show your first update date
